On 24 August 2022, five Tibetans including Chugdar, Gelo, Tsedo, Bhamo, and Kori from Khakor Township, Serthar County in Ganzi (Kardze) Tibet Autonomous Prefecture were arbitrarily arrested and taken into the detention centre in the same County for organising religious activities including incense burning and offering prayers.

The families of the detainees were not allowed to visit them while they were being held captive, and attempts to provide food were also prohibited by the Chinese authorities.

Two days later, 52-year-old Chugdar's family learned that he had passed away while in custody. TCHRD learned that Chugdar passed away after being subjected to severe beatings and other forms of torture during his detention as he had no record of medical conditions at the time of his arrest.
